Trouble Loading Finance::Quote

Would anyone be able to help? I am trying to install Finance::Quote, but the
system does not recognize it.

I have checked and I do have the file "gnc-fq-update". I opened up a
terminal using the Run pop-up box in Windows and entered "CMD". I changed
the directory to where the "gnu-fq-update" file is located, but I do not
know what the instructions mean by "open a root shell". I assumed it was
already the root shell and typed "gnc-fq-update" (without the quotes). I
said it was not a recognized program.

Any thoughts? Thanks
