Graham,

Your theory is correct - the perl install will set these up for you .  It
normally gets tacked on to the start of the path variable value eg
C:\Perl64\site\bin;C:\Perl64\bin;........

 You can check it on Win7 by

1. Simplest and fastest method is to open a command prompt (under
accessories) and type in path and press enter

Or

2.  Go to Control Panel >> System >> Advanced system settings and when the
System Properties dialog opens making sure the Advanced tab is selected and
click on the Environment Variables button at the bottom - once the
Environment Variables dialog opens scroll down in the System variables panel
at the bottom until the Path variable is displayed. 

Don't  change the contents of the path variable unless you know what you are
doing as you can stuff up other software that relies on it - you'll see
there are a number of entries in a path variable separated by semi colons.

THANKS I BELIEVE I HAVE SOLVED THE PROBLEM. THE PATH VARIABLE SEEMS TO BE
SET BY THE PERL INSTALLATION. AS I AM JUST STARTING I HAVE NOT PROVED THIS
CONCLUSIVELY BUT AM FAIRLY CONFIDENT.

Thanks for the guidance.
I have followed the instructions and downloaded ActivePerl 5.8.9 Build 827. 
This was successful but outstanding is the requirement in the instructions
"to add the bin directory to my Path environment variable".
Please advise how this is achieved.
