Problem opening a new file

Please keep the replies on list. You can do so by using the "Reply to all" or 
"Reply to list" features of your mail client.

There are two steps described in the guide:
1. View -> New Accounts Page
2. Actions -> New Account...

Did you run the second step ? Your description seems to suggest you haven't 
run step 2.
