If dbus is running, then something's wrong with gconf. One possibility was discussed on the list a few weeks ago: Does the path to your home directory (normally something like /Users/axel) have any spaces or other unusual characters in it?

If that's not it, look at the console logs (/Applications/Utilities/Console) and the tracefile [1] for error messages that might explain what's not working.
