A better enhancement would be to add a Windows configuration function which retrieves locale settings from whatever system functions Windows provides, as is done for OSX with mac_set_locale()... though if windows doesn't have per-application configuration, you'd need to provide a way to override it for those users who want to use Gnucash in a different language from the one they use for everything else.
