GnuCash creates a number of directories in c:\Documents and Settings\<user>\,
like
- .banking
- .gconf
- .gconfd
- .gnome2
- .gnome2_private
- .gnucash

The directories related to the preferences that are not retained are .gconf
and .gconfd. It is the GConf program that is responsible for storing your
preferences and for some reason it isn't allowed.

On the other hand, you also wrote that open account registers when GnuCash is
quit are reopened when you start GnuCash again. That information is stored in
the .gnucash directory, so apparently you do have write permissions in that
directory.

Can you look at those directories and check if there are some permissions
issues there ?

Also, can you attach the gnucash trace file [1] ? It may hold additional
useful information.

Thanks

Geert
