Little problem with GnuCash 2.4.0

Dear team,

I recently found your free software "GnuCash" and downloaded the latest version  2.4.0. Thanks very much for your engagement. I think the concept is promising. 

I started to work with the software and created successfully all beginning balances, and also registered the first movements.  Now I wanted to set up my 2011 expense budget. I tried everything but cannot find a place to manually enter any budget figure. The automatic creation works but without history it is not meaningful currently.

Is there anything missing in the new version I downloaded, or can you tell me the "trick"?
