Are you on Windows? The instructions you note are for Windows. If so, did you install ActivePerl as mentioned in http://wiki.gnucash.org/wiki/Windows#Finance::Quote ?

If you are not on Windows, you need to look at the right instruction set, which can be found on the wiki under installation...
