So it sounds like libdbd-sqlite3 is really a dependency, at least until
such time as the ordering of the backends is more deterministic (eg xml
*always* first, *then* SQLite3.).  So long as it is possible for the
SQLite3 backend to be checked first, libdbd-sqlite3 needs to be there,
even if the file is an XML.  (Or else different error handling is done
that avoids/defers the backend missing error, until after the XML
handler gets a shot.)
