Fail to update Exchange Rates

But I cannot find the attachment (I think it is a patch file) as mentioned
in that page. Do you know whether the file locate? 

Where can I find the instructions to install the patch file in my Gnucash
for Windows. Sorry that my question is stupid but it is really difficult for
me to solve the problem.
