Fail to update Exchange Rates

I clicked the link and downloaded the file and the file name is
attachment-0001.pl. 

Should I rename the file name attachment-0001.pl ---> quote.pl?

I know that the file extension is .pl instead of .pm as you mentioned. How
to convert this .pl file to .pm file?
