Balance date question

Well, I'm thinking now and I guess actual time is not that important.
But what is really critical is confidence that when the I create balance
sheet for, say, 2011-12-31
that it means that GnuCash counts transactions *always including* the ones
that are dated 2011-12-31. 
Same for 'Close book' feature.
Does it work this way?
