active tab color

The blacking out of inactive tabs with the MS-Windows theme in 2.4.9 I
reported as a bug, which got flagged as a duplicate of the Copy/Paste bug. I
tested the bug fix build and the tab blacking out issue appears to have been
fixed. The sooner 2.4.10 is released for Windows users, the better!
