I suspect that you will need to install perl to get Finance::Quote to work. There are directions on the Gnucash website about this (http://wiki.gnucash.org/wiki/Windows#Finance::Quote). ActivePerl is the Perl install recommended there for Windows. However, without more information about how you're doing this (for example, why are you asking for a portable version of Perl?) there's not much else to say.
