File storage question...should be easy fix

It works for me on Windows 7, on two PCs so far.  I usually forget to
do it first, so I close GnuCash, create the directory (mkdir
%APPDATA%\GnuCash|), move the .directories into it, then edit the file
and restart GnuCash.  Works fine.

Things to check...
  Try creating the directory before launching GnuCash
  Make sure that you've used a forward slash in the environment file,
not a backslash

You could also attach the file to a message to the list, so we can
check if there's anything non-obvious wrong with it.
