File storage question...should be easy fix

It's possible this is a Windows 7 issue. The environment file fix works on XP
(my main machine), but I remember a few months ago I installed GnuCash on my
son's Windows 7 machine, and I wasn't able to relocate the folders in this
way. He wasn't fussed about it so I didn't look any further into it at the
time...
