Yes.  It's possible to have multiple accounts pages open (because you
might want different views of your accounts simultaneously).  So GnuCash
needs to allow you to close duplicates.

GnuCash does try hard to disallow closing the last accounts page, but
there are still cases where you can still do it (as Geert points out).
