The reason that they are not summed when creating budgets is to allow
budgeting both at the higher and lower levels.  i.e. in your example
there may be other utilities that are not given separate subcategories
for some reason. maybe sewerage, for example.

I think the the budget report does sum if it is set up to hide
sub-accounts.
