Thanks for guidance. Apology in my delayed reply. Still in travel.
Are the "account" and "report" tabs using two different code modules for screen presentation?
This bug is identical to the description of bug 616606.

* correct display in the account tab of GnuCash
* garbled display in the report tab of GnuCash
* correct display by Firefox, after export from the garbled report in GnuCash
The GnuCash code module for presenting the "account" tab is displaying the correct characters.
The GnuCash code module for presenting the "report" tab is displaying garbled characters.
The GnuCash code module for exporting the "report" tab is providing the correct characters in HTML file.

I am not shure, to know the right answer.
First check, that UTF-8 fonts are installed.
Then check in Gnucash Edit->Stylesheets ... they are used.
I remember a bug report about similar issues, which has some background
information:

Problem: could not display UTF-8 characters in reports on screen in GnuCash 2.4.11.
I have not had enough luck in searching the following for a clue:
* manual
* bug list – report module,
* web discussion – Google.
Guidance on proper setting for display of UTF-8 characters in reports on screen is highly appreciated.
Symptom reproduction:
** insert an account of UTF-8 characters, as follows.
* Create a new file – File, New File
* Follow through all dialogs with default parameters.
* Save as “test 01”, in XML format (default), in a preferred folder location.
* Select the “Accounts” tab.
* Expand the “Assets” tree completely.
* Right click any leaf account in the “Assets” tree.
* Left click “New Account”.
* Dialog of account creation appears.
* Enter “HK 香港銀行” in the field “Account Name”.
“HK 香港銀行” = HK Hong Kong Bank, in UTF-8, traditional Chinese
* Select “Current Assets” in the field “Parent Account”.
* Select “OK”.
* A new account of “HK 香港銀行” is displayed properly.
** Create reports on screen, as follows.
* Select menu commands, Reports > Assets & Liabilities > Balance Sheet
* A new tab of “Balance Sheet” summary report appears.
* “HK 香港銀行” is displayed incorrectly as “HK <blank rectangle><blank rectangle> etc.” in the summary report.
* Left click the “HK <blank rectangle><blank rectangle> etc.” in the summary report.
* A new tab of “HK 香港銀行” detail report appears.
* The UTF-8 in the tab is displayed correctly.
** Export reports, as follows.
* left click the tab “Balance Sheet”.
* left click menu icon “Export”.
* The resulting report in html format contains the correct UTF-8 characters.
** System parameters
* GnuCash 2.4.11
* MS Windows XP, SP 3
