If you create a new account and set an opening balance on windows it
will generate a transaction that cannot be read due to an invalid date.
This is a longstanding bug in 2.4 that's been fixed in trunk but never
backported.  It's only a problem with the O-B creation from the new
account (or new hierarchy) dialog.
