Can't Change BillingID in Invoice

Because you missed a step.  After you unpost the bill you need to click on
the "Edit" button (in the toolbar) to pop up te "Edit Bill" dialog where
you can edit the metadata of the bill (e.g. vendor, BillingID, etc)
