quote.pm 1.18 download

shows a newer version of Finance::Quote, but the downloadable archive file
does not contain quote.pm.
The readme file says:
"How do I install this package?
==============================
See the `INSTALL' file.  It's very simple."
Unfortunately, as a stupid Windows user, I don't find it so.
Although it isn't mentioned in the changelog, I was hoping that the new
version would include  this
<http://gyroscopicinvesting.com/forum/index.php?topic=1951.0>  (or some
other equally good) module for downloading bond quotes, as I was never able
to get fidelity bond quotes working by adding the module described  here

quote.pm created from the instructions  here

Can anyone:
1. Tell me if the new version of Finance::Quote does in fact support bond
quotes and how?
2. If so, suggest a way for me to get a new version of the quote.pm file for
execution on a Windows platform?
3. If not, suggest some other way of getting price updates for bonds in
GnuCash?
