Your observations are correct. It's a side effect of the way menus are handled in Gtk+, the GUI framework we use, on Macs. The menu shortcuts work only on Menubar menu items, not context menu items. I haven't figured out a way to fix it, so I'm open to suggestions. If you decide to file a bug, please do so against project gtk+, component mac integration.
