I am not an accountant, but I’d be inclined to treat this as a loan from the tenant, creating an account for him under Liabilities.

Post each payment as a partial payment of a monthly (or whatever) invoice for the rent?
The invoice might not actually be sent to the tenant, but should be in his name as (presumably) your contract is with him, not the agency.
There’s probably someone on the list who has actual experience of doing this - it’s not a GnuCash problem, more of a general approach to book-keeping, so you might ask elsewhere.
