GNUCash 2.4.13 crash on startup

Hi,

Unfortunately, I don't have another Windows computer to hand. This one
was reinstalled from scratch on 3 August which seems fairly recent.
I've tried some older versions, back to 2.4.10, and these also have
the same problem.
