Error opening new install of gnucash

Running Win7 64bit.

Just download and installed 2.6.4 and am getting an error for which I can't
track down a solution.

The error is:
"The program can't start because libgcc_s_sjlj-1.dll is missing from your
computer. Try reinstalling the program to fix this problem."

Per the wiki, I've tried starting it as Administrator, but that doesn't
clear the problem, nor does reinstallation.

Does anyone have a clue for me?
