Followed up John Ralls' response to the above and contacted Erik Colson.

His response - dll.exp should be generated by dlltool. I guess there 
might be something wrong in your path and either the script called a 
wrong compiler or dlltool.
Please check your PATH and put all paths (especially bin) from your 
fresh strawberrry install at the beginning. then retry:
cpan Bit::Vector

The result - short version - online quotes has been installed on the 
Win7 64 bit machine and works.
Details - moved the three Strawberry paths to the beginning; ran cpan 
Bit::Vector and cpan Finance::Quote from the c:\strawberry\cpan directory.

Have three machines with gnucash installed, this Win7 64 bit with 
Strawberry v5.20, a Win7 32 bit with Strawberry v5.20 and a Win8.1 64 
bit with Strawberry v5.18; all had the same Strawberry paths close to or 
at the end of the path; the last two worked fine.  All Strawberry 
installs are 32 bit; all have the same two dlltool files in the same 
locations.  Am still puzzled why this worked.  Thanks again.
