Populating Budgets with historical data

I'm using Action | Budget to generate multi-period reports. 

It's not clear to me what assumptions Action | Budget makes in respect of
exchange rates. Normal Reports give you options like "Nearest in Time", but
I can't see where Budgets may have the equivalent. It's making some
assumption in respect of exchange rates, but I can't figure out what that
is. Any ideas?
