Import window always on top

The "Generic import transaction matcher" that pops up with Actions ->
Get Transactions, is set to be always on top. If the bank also returns
balance information, the dialogue asking if you want to import the
balance is always below the import window.
Is there anyway for me to change the behaviour of the import window so
that it isn't set to always on top.
I'm using Mac OS X (Intel) and this has happened on 2.4.X and
continues to be happen on 2.6.X.
