You could fix this by doing the following:

Find the file "USA.pm" amongst your Perl module files.
Edit that file with a text editor.
Look for a line that contains the phrase "$YAHOO_URL =".
Change that line to read:

$YAHOO_URL = ("http://download.finance.yahoo.com/d/quotes.csv");

Save the file.
Things should now work okay for you.
This worked for me prior to my updating to the latest Finance::Quote.
