Mavericks, but also didnt work with Lion either.
Región settings Argentina, South América
But the problem persists with any región setting anyway.

What version of OSX and what region setting? Before OSX 10.9, that was found on the "Formats" tab of the Language and Text System Preferences Pane, on Mavericks there's only the one pane.
