split bills with taxable and nontaxable items

Your question does not make sense. Each line in an Invoice or Bill *IS* a
Split. When you post it you create a single transaction between A/R (for
invoices) or A/P (for bills) and each of the various Income or Expense
accounts listed in the line items of the Invoice or Bill. During the
Post process you decide whether to Accumulate Splits or leave it a 1:1
mapping of line-item to Split.
Of course this all assumes you're using the Business features, which you
haven't confirmed.
