Finance::Quote never works

I have been trying unsuccessfully to obtain quotes from yahoo.us.  I am
using windows 7.  Read the user's guide, read the emails, nothing is
working.   Wether it is activeperl or strawberry, always the same, unable to
retrieve quotes.  Even set up new file with only IBM to test with.  Tried
yahoo.uk and still had an error.  Installed from administrator account and
not admin account.
