Can't open my gnucash after downloading gnucash on to a new computer

You can check if GnuCash is correctly installed a couple of different ways.
When you set up your new computer and installed GnuCash you would also have
needed to copy your data file from the old computer. If you double-click the
data file then that should load GnuCash.
Also you can navigate to the installation folder and open GnuCash from
there. You haven't said which version of Windows you're using but in Windows
7  GnuCash is, by default, installed at:
C:\Program Files (x86)\gnucash\bin
If you navigate there and double-click gnucash.exe that will start GnuCash.

However I'm curious that you say it's not showing on the list of programs.
Are you using Windows 7? If so what happens if you type gnucash into the
search field when you press the start button?
