Windows: unreadable characters in 2.6.4-1

Thanks so much, Cristian. I apologize for duplicating a previously reported problem.
Your solution worked, with one small modification: there should be no space between —update- and cache, i.e. the command is
pango-querymodules.exe --system --update-cache

I have just upgraded to GnuCash version 2.6.4-1 for Windows from 2.6.3. As
the attached screenshot of the GnuCash window shows, there are only
unreadable characters when I open GnuCash.
My OS is Windows 8.1.
Things I have tried:
1. Checking on OSX : GnuCash 2.6.4 works just fine on my Mac OSX 10.9
system.
The remaining checks are on Windows 8.1
2. Changing Windows “compatibility settings”. My screen resolution is 1920
x 1080 pixels on a 13” monitor. Several programs have required me to set
the high dpi scaling option. Having this on or off does not seem to affect
anything. I also tried opening the program in Windows 7 compatibility mode.
This also did not help.
3. Changing the theme: The GtK2 theme selector program is also just full of
unreadable characters (screenshot attached). The problem occurs across all
themes, as far as I can tell.
4. Changing language options in Windows: My default is set to use “English
(India)”. I removed that language pack, and instead tried “English (UK)”
and also “English (US)”. Nothing helped.
5. Reverting back to 2.6.3 : When I uninstall 2.6.4-1 and revert to 2.6.3,
the problem goes away.
Please let me know what other information might help you replicate and
diagnose the problem.
