Right, at http://www.gnucash.org/docs.phtml you can view the
documentation in html or pdf form,
while the  epub mobi format are usually offered for download.

So the Section headers on the page are indeed misleading.

It depends on the configuration of your browser, how to handle which
MIME type. If your browser knows the format - like html - or has an plug
in like adobe reader for pdf, it will try to open it. Else it will ask
you - with the default "downlad"/save - how to handle it.

To download a pdf document you can right-click on the link and select
"Save target as ..."

You could download the respective html tree of your language with a
program like wget from http://code.gnucash.org/docs/ for the master
branch or for 2.6 from http://www.gnucash.org/docs/v2.6/

But then still remains the question, how can you use it from the help
button in the Gnucash menu and some of its dialogs. This depends on your
operating system.
