What are you asking?

a) Obviously, if you would be able to produce the returns were you using 
old fashioned pen and ink on paper bookkeeping (if that could make 
available the data you needed in order to hand fill out a VAT return) 
then gnucash could cope.

b) If you mean full automation such that a VAT return for your 
jurisdiction popped out as one of the built in gnucash reports, probably 
not.

c) You are probably asking about something in between those two. Need to 
be more specific about what facilities you are asking about.
