Assuming you mean that you want to "initiate an electronic transfer" the
answer is "unless you live in Germany you cannot do that using GnuCash."
The reason is that the protocols used elsewhere (e.g. in the USA) are
not "open protocols".  They are proprietary, undocumented, and there is
no "test servers" on which you can run tests of your software to make
sure it actually works properly.

So no, GnuCash can only download data from US Banks; it cannot upload
data to your banks.

Your best bet is to use your bank's website to initiate payments.
