Well, I can't think of anything else.  I logged into my account which says I 
have "Direct Access" enabled.  I have never payed the $10/mo that I see 
frequently when I google for your issue.  Perhaps I'm one of the lucky few 
that has been using it long enough (before the Bank One takeover) that I'm 
grandfathered in.

I wish I had a better answer for you.  Maybe someone else can chime in.
