Perhaps some of us don't know what these terms mean.

Wm has been placed on "moderation". That means that he can't post 
directly to the list. Whatever he posts goes to the moderator (Liz) and 
won't appear to the rest of us unless she approves of it.

This is a not uncommon treatment when while the contributors posts are 
sometimes valuable they are also sometimes unacceptable. Increases the 
work load of the moderator, and thank you Liz for taking this on.
