First of all, the Portuguese translation is under the control of the translation project, so please contact Benno Schulenberg about joining and how to learn their procedures. I’ve copied him on this email for your convenience and to give him a heads-up.

Second, translators work on the maint branch which doesn’t require Boost. Translating master would be very much a moving target and you’d wind up wasting a lot of time translating strings that were changed or discarded between now and string freeze in late 2017. Going further, Translation Project translators work from release tarballs.

But to answer your question directly, yes, it’s because you put Boost in a strange place that configure can’t find it. Try passing  —with-boost=/home/me/Programs/BootstrapBill/ to configure. You may need to fiddle with the path a bit; it’s looking for the prefix of include/boost/.
