creating QIF file under Dos using AWK

Unfortunately I am still getting a error about the ^ circumflex accent
I have read to escape characters under dos I can use a external script awk
-f script.awk 
/awk < statement.csv -F, script.awk > statement.qif/

But no clear idea how to implement it
