I think you are correct, but you are not giving the answer that
Russellji actually wanted.  I think that Russellji really wants those
user prefs to be on a different physical drive where Russellji has all
of Russellji's other (Windows) user stuff.  So, I would first ask
Russellji if he or she has his or her computer properly configured to
always keep all (Windows) user stuff on that physical drive, then ask
the developers how to configure GnuCash to discover and respect that
configuration.

Perhaps the way to ask Russellji about the configuration would be to ask
if Russellji created a new user, would Windows automatically put all of
that new user stuff on the 'correct' drive?
