Automatically categorize transaction by payer ID

Okay, I think someone (possibly me) is confused about what exactly you
are asking.. So let's step back and clarify a bit, okay?

Are these actually TWO accounts? Let's be specific here. Do you have
TWO bank/asset/cash accounts? Because the way you're writing the QIF
you're telling the importer that you only have a single bank/asset/cash
account with two transactions.

You're conflating two distinct things here: Bank Accounts (Assets) and
Category Accounts (Expenses).
So let's step back:
How many ASSET accounts are involved here? (An asset would be a Bank,
Checking Account, Cash in Wallet).. We could also consider a Liability
account (e.g. Credit Card) here. This is the important question to
answer. If you have two transactions both being paid *from* the same
place, that's a single asset/liability account.
As for directing a transaction to a unique Category (Expense Account),
that's easy REGARDLESS of the number of Asset accounts you have: Use
the L setting to specify the Category/Expense Account. For example:
