"Problems in some places" is very vague and you didn't say that was what my
problem was. I just thought I hadn't found the new place the rates were
being stored.

I've spent a considerable amount of time trying to figure out what was going
wrong. Maybe if you'd just said 
it doesn't work in 2.6.9 so stick with 2.6.7 until it's fixed then it would
have saved me a lot of time and effort.
