Might you be using the wrong-direction rate, i.e. 0.90 instead of 10/9 (yes, you can enter fractions like that, and it’s better than entering a decimal that doesn’t exactly represent the ratio — or better yet, enter the amount instead and let GnuCash do the division)?
After you enter the rate or the amount, hit tab to move focus out of the entry. The dialog will calculate the conversion amounts on the right to show you the results it will post to the transaction. Check those to make sure that it’s what you want before clicking “OK”.
If it’s really not working, post a screenshot of the transaction dialog with the calculated amounts showing and the transaction in split view.
