Toolbar buttons suddenly disabled

Windows 7.  I haven't been affected by any of the latest patches (I
don't have the particular features installed that required patching in
the last couple Patch Tuesdays) so there's not been a need to reboot.

As for using 2.6.3 I am not affected by the bugs so there's not been a
pressing need to upgrade.  I don't use any of the advanced features of
GC (I don't track multiple currencies, I don't use online price
downloading, I don't download my transactions from the bank, I don't use
any business features, etc. not even reporting) so the basic ledgers
still work fine.

The fact that everything has been working fine for quite a long time
until just recently is what's most unusual.  With no updates having been
applied and no changes to the software it's a bit strange that it should
behave this way.  The only thing that is changing is the size of the
ledger (meaning the amount of data stored) because I'm actively using it
and entering transactions.
