Year 1899

I've used GnuCash for years (thank you).   I just downloaded and installed
GnuCash 2.67 on Windows 7 x64.     I was surprised to see the date stuck on
1899.   It won't let me increase or decrease the date. 

I've tried both an existing and new file.   

Any ideas?
