No, he has $4.59.  I use PayPal.  When someone sends in $5 my paypal account balance does not increase by $5

No.  The way I read it the asset is real, 5 in an account.  It is
apportioning *that* that is the problem presented.  You allow 4.59 in his
PayPal account which doesn't match his reality, he has 5 not 4.59.
