Jeez, just get it from the box on https://www.gnucash.org.

As for getting it to work, that depends on whether you can use (and downloaded) the Windows or Mac all-in-one bundles. If not, you have to first build GnuCash from source.

Then just start up the new version. It will open the last-opened file just like the old version did.
